The business trip and field survey in Nha Trang City of the Green Transformation and Green Growth Master Plan’s executing experts from VinUni

In an attempt to complete the Green Transformation and Green Growth Master Plan, the executing experts from VinUni had a business trip to Nha Trang City to attend a conference to collect opinions on the Master Plan and engage in a meeting with the Party Committee of Khanh Hoa Province. At the same time, the expert team also had the opportunity to explore the renowned natural reserve and industrial park of the city.

About the Green Transformation and Green Growth Master Plan for Nha Trang City

Green transformation (GT) and green growth (GG) are currently becoming a common trend on a global scale and are an irreversible focus in the development policies of every country and region to move towards development lasting. In response to this trend, Nha Trang City and Khanh Hoa province have collaborated with VinUniversity to create a comprehensive “Green Transformation and Green Growth Master Plan (2024-2030)”, with Nha Trang serving as an exemplar. 

This initiative aims to transform Nha Trang City into a green, civilized, modern, and sustainable urban area, a city worth living in and worth working for everybody. This master plan presents the strategy, overall architecture, model, roadmap, specific projects, initiatives and implementation plans to accelerate the process of GT and GG in key sectors that the City benefits from, such as tourism, industry, agriculture, infrastructure, transportation, and lifestyle. Crafted by a consortium of experts, the plan integrates modern management practices and advanced technologies, aligning closely with local socio-economic goals while fostering stakeholder engagement.

Progress of the Master Plan

The Master Plan on Green Transformation and Green Growth for Nha Trang City was expeditiously and urgently finalized. The first version of the Master Plan was finalized on February 19 and sent to experts for feedback and opinions. Prof. Soumitra Dutta, Oxford University; Prof. Alexandre Bayen, Prof. David Reibstein, University of California, Berkeley; Prof. Edmund Malesky, Duke University; Prof. Laurent El Ghaoui, VinUniversity; and Prof. John Evans, VinUniversity; among others provided comments for the plan. These are experts who provided significant presentations at the January 18th International Conference on Green Transformation and Green Growth in Nha Trang City. On February 26, following comments provided by foreign experts and the People’s Committee of Nha Trang City, version 2 of the Master Plan was finalized to be sent and sought feedback from the local community, businesses, and residents. 

Conference to collect opinions on Green Transformation and Green Growth Master Plan for Nha Trang City

The conference was organized on March 8 in Nha Trang City and presided over by Mr. Nguyen Sy Khanh, Deputy Secretary of the Party Committee and Chairman of the People’s Committee in Nha Trang City. The participants of the conference include leaders from Professional Agencies and Universities of Nha Trang City. Representing the expert team from VinUni, Assoc. Prof. Phan Thi Thuc Anh, Dr. Pham Huy Hieu, Dr. Phung Thi Viet Bac, Assoc. Prof. Pham Ngoc Nam, Dr. Nguyen Van Dinh, and Dr. Le Van Quynh participated in the Conference.   

At the conference, the expert team from VinUni has presented the latest update of the Master Plan to seek opinion from Nha Trang City. Detailed feedbacks had been given and the conference concluded with agreement of two parties on major parts to be updated, serving as valuable component for the expert team to complete the Master Plan.

Meeting with Khanh Hoa Provincial Party Committee

After finishing the conference with Nha Trang City in the morning, VinUni’s expert team had a meeting with the Khanh Hoa Provincial Party Committee in the afternoon.

At the meeting, the two parties discussed the progress of the Master Plan for Nha Trang  City and the project development plan for the Khanh Hoa province. Additionally, the working taskforce of both parties has been formed, and the exchange of contact information has taken place. Regarding the next steps in developing the Green Transformation and Green Growth Master Plan for Khanh Hoa province, consensus was reached at the conclusion of the meeting.

Other activities of VinUni team in Nha Trang City.

Following the conference in the morning, early in the afternoon, VinUni team visited Dac Loc Industrial Park for a field survey of Nha Trang industrial and agriculture sector. 

Located in Dac Loc Hamlet, Vinh Phuong Commune, Nha Trang City, Dac Loc is a small and medium industrial park with the total land area of 32,1771 ha. As a concentrated, multi-industry industrial park, priority is given to clean, non-polluting industry and factories for lease.

The following morning, March 9, the team examined the local tourism industry by visiting marine ecosystem conservation areas in Nha Trang.

Hon Mun island was one of the conservation areas that the group visited. Located 14 kilometers away from Nha Trang City center, Hon Mun is the first nature reserve in Vietnam, known as “Southeast Asia’s aquarium”. It possesses a diverse ecosystem with many rare marine species and beautiful coral reefs.

Conclusion

To conclude, the business trip to Nha Trang serves as an important milestone for the completion of the third version of the Master Plan. This version was completed on March 15 and sent to Nha Trang City People’s Committee for the final review. Until now, Nha Trang City has provided a Draft Decision approving the Green Transformation and Green Growth Master Plan to prepare for sending to Khanh Hoa Provincial People’s Committee.
